Vehicle collision into building leads to impaired charge

55-year-old charged with dangerous operation, impaired driving and fail to comply with a demand

A vehicle struck a building on Wellington Street West early this morning which led a number of charges.

The full text of the release follows:

On Oct. 28, 2021 around 3:40 a.m. officers with Patrol Services responded to a single vehicle striking a building in the 600 block of Wellington Street West. Upon arrival officers observed a pickup truck attempting to leave the area. Officers conducted a traffic stop and upon approaching the vehicle identified the driver as 55-year-old Robert Cowan.

While speaking with the driver officers developed grounds to believe his ability to operate a motor vehicle was impaired by drugs.

He was arrested and later refused to provide a blood sample.

He is charged with dangerous operation, impaired driving – alcohol and/or drug and fail to comply with a demand. He was released on an appearance and is scheduled to appear in court on Dec. 20, 2021.
