YOUTHS HAD TAPE OVER THEIR MOUTHS
Yesterday evening at 8:30, a citizen reported seeing a car on Great Northern Road with two adults in the front seat and four youths in the backseat. The youths in the backseat were seen with duct tape over their mouths.
